Smoking Tobacco is Haram ( forbidden) in Islam

ARMM Secretary of Health states Smoking Cigarette is Haram







According to TAHIR B. SULAIK, MD, MPHM, DTC & E, Secretary, Department of Health-ARMM & Co-Chair, ARMM Coalition for Healthier Environment & Lifestyle (ACHEL), " eminent Muslim Scholars has issued Fatwas (Islamic Rulings) declaring that cultivating and/or trading and/or smoking tobacco or cigarette is undoubtedly Haram (forbidden) in Islam and that the Supreme Council of Darul-Ifta of the Philippines based in Cotabato city unanimously ruled that cigarette smoking is deemed Haram. "




This statement is embodied in a letter (see below) sent to House Deputy Minority Leader Didagen Dilangalen (also known to be the one who approved the motion to close the debates on House Resolution 1109 even though there were still a number of legislators waiting to question the measure's sponsors. )




He is an ex-officio member of the House Committee on Health, where the HB 3364 Picture Based Warning Bill is still pending despite the deadline for compliance under treaty laws last September 2008. The letter was sent to urge the said solon to support tobacco control legislation.




This initiative is consistent with the Department of Health National Center for Health Promotion's (NCHP) Graphic Health Warning Advocacy program and is in line with WHOs efforts to promote Policies on Graphic Health Warnings for this years' World No Tobacco Day celebrations.

Greetings!




The Philippines as a party to the Framework Convention on Tobacco Control has an obligation to implement Article 11 and do all means to protect the people from the dangers of smoking by adopting effective measures on packaging and labeling of tobacco products. Considering the rising numbers of smokers in the country, the provisions on packaging and labeling under RA 9211 has proven not effective. Research studies have shown that graphic health warning on the packs of cigarettes is one of the best measures to prevent people from nicotine addiction. Picture warnings serve as one of the fundamental strategies employed in tobacco control, like Canada, Thailand, Singapore and other countries are effectively implementing it, and considerable decrease in consumption of tobacco use is being documented.

Since December 2007, legislative bills have been filed in both Upper and Lower Houses of Philippine Congress that will mandate the use of no less than picture warnings instead of text warnings, occupying no less than 50% of both the front and back sides of cigarette packages. The bills are aimed at presenting a more accurate depiction of real life debilitating diseases caused by tobacco smoking through strong warning messages in pictures.

In congruence, eminent Muslim Scholars has issued Fatwas (Islamic Rulings) declaring that cultivating and/or trading and/or smoking tobacco or cigarette is undoubtedly Haram (forbidden) in Islam such as but not limited to Sheikh Abdullah al-Mishad (Member of Islamic Research Academe & Chairman of Al-Azhar Fatwa Committee), Abdul-Aziz bin Baz (Chairman of Permanent Committee of Academic Research and Fatwa in Saudi Arabia), and Dr Ahmad Omar Hashim (Chairman of Hadith Studies Department & Faculty of Theology in Al-Azhar University) among others.

Likewise, the Supreme Council of Darul-Ifta of the Philippines based in Cotabato city unanimously ruled that cigarette smoking is deem Haram.

Anent this, we are asking your good representation to actively support any acts and legislations against tobacco use.

100% Smoke Free Environments in Government

Congratulations to the Civil Service Commission ( CSC) for its initiative to promote a healthy workforce through a 100% Smoke Free Environment!


Both the government personnel and the transacting public will benefit from the Smoke Free Government Buildings Premises and Grounds...this translates to millions of people protected from exposure to secondhand smoke.


According to the Memo Circular,


there shall be NO SMOKING anywhere in the government premises and grounds except in OUTDOOR SMOKING AREAS to be designated by the Building Administrators.


Where the government institution provides health, education or social welfare and development services, smoking is absolutely prohibited, and smoking areas are not to be designated.

The OUTDOOR SMOKING AREA shall not be located within 10 meters where people pass or where they congregate.

Violation of the circular is a ground for disciplinary action.


This policy seeks to protect people from exposure to second hand smoke and to encourage people to quit smoking for health reasons.


Exposure to secondhand smoke leads to lung cancer, heart attack, asthma attack, and other respiratory problems. Even small amounts of exposure can have immediate harmful effects. Opening a window or using ventilation/ fans cannot eliminate the exposure to the toxins found in secondhand smoke.
